Google Cloud Platform Project Governance & Responsibility Agreement

This document defines the roles, responsibilities, security expectations, and billing accountability for academic, research, and enterprise units operating Google Cloud Platform (GCP) projects within Syracuse University’s managed cloud environment.

 

MOU (Memorandum of Understanding)

Responsibilities of ITS

As the party responsible for managing Syracuse University’s Google Cloud Platform (GCP) environment, ITS will:

  • Provision a Google Cloud project for the Unit within the Syracuse University GCP console.

  • Establish appropriate billing and infrastructure boundaries for the project.

  • Grant the Unit administrative access to the provisioned project.


Responsibilities of the Unit

The Unit agrees to:

  • Comply with all Syracuse University computing policies, including those outlined in the Information Security Framework.

  • Maintain and safeguard administrative access once provisioned.

  • Manage user access, including provisioning and deprovisioning accounts.

  • Implement and communicate appropriate user controls.

  • Provide all user support related to the project.

The Unit accepts responsibility for all activity conducted by its provisioned users, including any misuse, and will address issues arising directly or indirectly from such activity.

As an independent Google Cloud project, the Unit acknowledges that there are no inherent restrictions on software or services that may be purchased, deployed, or billed. The Unit is fully responsible for all purchases and charges incurred by its users, whether intentional or unintentional.

Any billing discrepancies or disputes must be addressed directly with Google and are not the responsibility of ITS.
